Sylvester O’kere
Chairman & CEO

Mr. O’Kere is the founder and owner of Watchman Protective Services. He has over 21 years of security experience, 12 years of overseas immigration service and coordinating border and executive and dignitary protection.

Mr. O’kere is a Biblical Entrepreneur with unique Charismatic spirit. He has successfully demonstrated his distinctive leadership quality in developing and tailoring Watchman Protective Services into a global security management corporation that has a reputation for providing highly trained male and female security and protection agents who have unwavering commitment to excellence while maintaining the strictest of confidentiality and professionalism.

Mr. Charles D. Yarbaugh
Training Instructor

Mr. Yarbaugh is a Certified Law Enforcement and Security Instructor for over 25 years; certified by varies law enforcement agencies throughout the United States, 31+ years of Law Enforcement experience, 2 as a Special Police Officer; currently 29 with the Metropolitan Police Department in Washington D.C. spent 10 years in patrol, worked vice; six of those with SWAT (ERT), as a tactical operators and active counter measures, firearms and fitness instructor. 10 years as the supervisor in charge of the departments in-service and recruit training program; help to develop and supervised the defensive tactics, use of force and force option, officer awareness skills, firearms skills and physical fitness. Currently is a team leader/training coordinator in Emergency Response Team (ERT) /Special Weapons and Tactics (SWAT) operations for over 16 years, and as Executive Protection and Training responsibilities. Certified instructor and Subject Matter Expert in Active Shooter Combatant developed an Active Shooter Combatant program. Security Clearance: Secret Issued U.S. State Department 2006

Throughout his career he has helped to prepare, participate in and conduct over 1,300 Tactical Operations. Has been a guest speaker at the Florida International SWAT Round-Up 2004 and 2009. Just recently has an article entitled “Rapid Deployment for Active Shooters” published in the 2008 Tactical Response Magazine.

Participated in and helped to enhance International Training with the Israeli International Security School, Israeli Tactical Response to Terrorism and Violent Crime. Conducted training for the US State Department for the Tanzanian Military and Police in Tanzanian Africa. Participated in training sessions in many of acclaimed domestic training centers including the FBI/HRT,WFO/ SWAT,US Secret Service, US Marshall’s, US Marine Corp Training Quantico VA, Tactical Center, Blackwater Training Center NC, and FLETC in Cheltenham MD.

He also has received dozens of commendations and awards for work performance. He has been a guest speaker at numerous seminars on Women’s Self Defensive, Active Shooter Incidents, Homeland Security and Terrorism and Counter Terrorism.

Mrs. Helen C. O’kere
Exec. VP of Finance and Co-Owner

Ms. O’kere has more than 15 years of experience in accounting management with many successful private and public accounting firms worldwide. Helen is responsible for managing expense tracking, financial planning and other sensitive areas relating to the company’s accounts, payroll and tax matters. Ms. O’kere holds a Bachelor of Science in Business and Finance from TVU in London, England.
